A few cheeky

Since this server has alot of high levels I would like to see changes for the lower levels to compensate.
As we all know the game doesn't really start until at least dual 1 so....
Change dual 1 fame requirement from 2000 to 1500.
Make the dual 1 fame not take off the 500 fame.
Increase the leech exp for levels 1-99.
A few more fame quests only available for levels 1-99.
I dont feel like these changes will make a impact in servers but it will give a chance for new players and old players to make new characters and be able to catch up.

I'm alright with everything, but you could have a low lv char and simply get all the fame you need for d4 a lot more quickly. Should be a cap like 2k fame. Or are you talking about 1 time fame quests?

I completely agree with this and I have stated this on support tickets and private messages to gm's for too long now. I do not see how the above suggestions would ruin the gaming experience... it would enhance it if anything. I would rather have an increased exp rate upto crossing class and have more people doing war etc to earn fame to D1 rather than have few players join.
We have seen how double exp events increased the number of players on during those weekends. And not having them will decrease the population even more. I'm no expert but I don't imagine raising the exp as suggested above would be a difficult task to do... it is not as if it would affect game economy or anything except promote old players to try some alternative classes out and give new players hope that after a while they could join the high levels and have a fair fight against them.
I am all for alternative events and ways in which to improve the server. But if you look at track record on the length of time it takes to get these new systems/events up and running I don't see why Gaz's suggestions above aren't given some serious thought. I have never actually seen any decent downsides to doing whats been suggested above.

the only down fall to this is after u get to high level YOUR BORED nothing to do besides duel or make rares or go to war and go d1-d4 my sugestion is to through more stuff in to for all levels... maybe exp quests for lower level ppl to get cc faster and then maybe guild wars? town invasions ummm also i think gms should look into after u get a char maxed u should design a new style of char like... SOMTHING OTHER THEN JUST WARS

Most everything you just said has been suggested before. GMs just dont have the time to code it all.
