Abuse of Protection Spells as Curse Spells

The Problem:
In Dragon Raja protection type spells can be used as if they were curse type spells. There are two primary protection spells that are commonly abused: Divine Blessing and Complete Sanctuary.
Divine Blessing is protection spell that offers very little protection. It provides no physical damage protection, no magic damage protection, only protection against a few curse spells. This makes the spell the ideal spell to cast on your enemy so that they are unable to have any useful protection spell, such as Save From Danger, cast upon them. Since Divine Blessing is classified as a protection spell, there is absolutely nothing your opponent can do, or have done to them, to remove the spell except logging out or changing maps.
Complete Sanctuary is also commonly used as a curse spell rather than a protection spell because it prevents the player from using any kind of offensive spells or skills. Complete Sanctuary, for example, can be used to prevent classes with piercing skills from using those piercing skills, thus making the players on your team who have Complete Sanctuary completely impossible to kill. Complete Sanctuary can also be cast upon higher level players that you know you can't kill, which causes them to be unable to use any attack spells or skills making them also unable to kill you even though they are a significantly higher level. In addition to only being removable by logging out or changing maps, Complete Sanctuary overrides most protection spells making it impossible for Warriors, Archers, and Thieves to protect themselves from it.
The Solution:
There are two possible solutions:
The first option is to make these two spells castable only on your own nation. By making these protection spells castable only on your own nation, if not all the time at least during war time, it eliminates the possibility of these spells being used as curse spells during war time, since war is primarily where the abuse occurs.
The second option is to make these two spells curable and preventable the same way that other curses are. This means that spells such as Protection and Save From Danger would prevent Complete Sanctuary from being cast on a player, and that spells such as Holy Cure and Remove Curse would remove Complete Sanctuary that was cast on a player. This would mean that these two spells are no longer without a counter.
