Experience gains from PVP

I thought of an old game I used to enjoy and I picked up a neat idea from there could be implemented into Dragon Raja.
How about you gain experience for dealing damage to players in all neutral areas where you don't gain NK ( West Glade, Northern Wanen etc ). You already gain exp for buffing players, why not killing them as well? The experience ratio would depend on the level group of the user and would only work killing people of the same level group or higher. Lets say level 1-50 [damage 1:1 exp], level 51-100
[damage 1:5 exp], level 101-150 [damage 1:15 exp]. These are JUST EXEMPLARY numbers and you shouldn't shrug off the idea cause of them alone.
I think this would further promote PvP and PK even more and DR is a PK game after all. Having exp gains would also make things slightly more rewarding. This couldn't really be abused to powerlevel oneself as there is no "last hit experience" and players die quickly.
Another idea is to give PWP from the nation war an additional use. Players would receive additional experience to what their Party Experience status is currently set to: level, tactic or magic. The experience gain per each Personal War Point would be determined by the level of the player ( the higher the bigger amounts of experience gained ).
My last idea would be to increase the exp gain for using buffs, Authority of Whole Save and curse removal spells, once again based on the player's level.
If you combine these ideas, people who would normally level would have more incentive to join events such as mazes and nation wars. Imagine you gain exp for damaging people in the war ( pvp ), buffing them, reviving them. Then you also gain an exp reward based on your PWP later. Heck, even dealing damage to the stones could yield experience.
If you don't add leveling quests as you promised, at least add this, heck it'd probably be more fun anyway.
