Balancing Nations

First of all, this is not my suggestion. All credit goes to Sguarezi (BOCKLOVE).

Suggestion to Balance Nations:
Make a study-case, to survey the active accounts (with lvls, etc..) and inactive accounts (inactive for longer than 6months).
Remove from Nation the inactive accounts (make them Neutral), discarting the low lvls (these are possible jobbers, wich shouldnt be count).
After, check the players lv 100+ with some attack potential and post on forum the possibility of nation change.
The other players wouldnt be banned, but locked, and after someone login, it would be redirected to a neutral city. *
They would be able to choose the nation, If possible, including the population rating (%) for each nation... I know that most would choose go back to the old nation, but some for sure would choose change for several reasons.
If they do that twice a year, the server probably would be more balanced and war more interesting
*T.N.: I didn't get what he meant by locking... Is it just to remove from the count?
