Regards to whirling. Isn't the choice between doing some damage with whirling OR wearing shield + rare single hand?
I've seen whirling do damage, but most people rather than leveling whirling as a tactic are more concerned about wearing shield and AC. You have a choice between the 2. Why make a staff a cheap rip off of a shield?
No need to remove shield, or edit staff. Priests & Wizards have a choice to make.
Like Tensu said, he can pk just as fine with a staff than sword+shield.
I don't think you need to edit or nerf any classes really. They all have their pro's and cons. Everybody plays better with a certain class than they do the other. All depends on the persons style.
