not true. if it were cheaper more people would buy multiple capes for their multiple chars. Say a cape is 6K RE. Then I might just buy 1 'cause that's pretty expensive. If the cape was 4K RE, I might buy 2 and pay a total of 8K because well... it's just 2K more but having 2 capes benefits me a lot.
