I suppose where must have been a massive requests for national transfer which makes the announcement "All nation transfers from any nation to any nation are currently closed until we find a proper way to get things balanced" necessary. In fact, you may have noticed that many players are now making their own transfer arrangement by either re-activating or making new characters in the Yllse.
One easy way to alleviate the situation is to allow nation team of other nations in the option manual such that 2 weaker nations could join to fight against the superpower !
