i allways thought the starting area etc.. was only part that was fine in most cases, but a tutorial part for new players would be good as long as those who played DR before hand chance to skip it.
if top players = higest lvl then there will be probebly most of them priest, so its kinda unbalece things (well g1 does not unbalece or jest by littel but Db g2 is). Hmm maybe, and maybe not. GMs will add a tactic cap, so you'll need to level to be able to level your tactic. tactic cap... that suck...
from my knowlage, and my own personal experience, most new servers for games that only ever haave a forum and never put upthere website die quick or never happen. so by having a website does make feel more and perfessions and not some kids hobby project there never takes off.
