To fix the problem i was having you have to make a new folder unzip the files in the new folder copy them and paste them into the Dragon Raja folder.

The files themselves will try to prevent being overwriten if you try to just unzip them into the folder the priority level on the files is set to high.

just went ahead and tried that patch 14 again and its not allowing me to replace the files now.
and yes im 100% sure im running as admit ontop of that the auto patcher is not working.
