They could always make a special double exp pill for that.
"Compensational EXP Pill"!

With that, they could also change the duration time on the item (after its activated by the player by being placed in the inventory or something) to however long the down time was.

bowl: like 75% of priests right now after under 100 with a warrior build to get parry... they wouln't be able to use the "compensation" as effectively as others.

sai: +1 to the second idea.
