Agreed. Should be illegal and in the rules. And there should preferably also be a mechanism (encrypt files or hash-check) that prevents players playing with edited files.
But this will be yet more work. So might not get done for a while. So perhaps it's best to remove this thread or you might give players ideas.

opening en_lang doesn't require a 3rd party program. The GMs say it's illegal but it's not an official rule. I would like GMs to make specific references to this in the rules.
