I have to say it's not true. HK/CN just have tighter communities. Sometimes it's only 1 person in the group that hacks but that 1 person gets the whole group in trouble (account sharing/item sharing/partying). That or that 1 person shares the hacks to everyone else and tells them it's "ok" because they don't speak english well and just believes their friend. Western culture is more self-centered. We have the mentality of "I know something you don't that will make me better! So I'll keep it all to myself so I'm better than you." Non-CK/HK/BR/Arg players have gotten banned too in the past. Just when they get banned, it's usually 1 individual that gets banned, not a whole group/guild so they pretty much go unnoticed.
