For your information, I really know nothing about this game.
what I know is that the idea that Elmy offers, GM will not put into consideration.

1. All Pkers enjoys killing people and that's what they find interest in this game.
2. If his idea is in contraction. then 1/3 of the DR population will decrease.
(or even more)
3. Pker's spend time and money in this game too. and they enjoys spending it in this way.

Don't forget. no mmorpg is peaceful.
if there's New players coming in, there's also new Pkers coming in too (new players may turn into Pker).

all games have Pkers and players enjoys killing them.

I have some idea and I think is way better than all of you.
1. the one who PK's still gets NK in all maps when attacking and killing.
NK will increase when they attack or kill people.
2. his damage and movement speed will decrease when NK increases.
3. he could not teleport between maps and log out because of the NK.
4. he can not anthem. the only way for him to erase NK is when players attacked
or killed him. (set anthem only can be used in town)
5. when players kills the pker with NK. the Pker will drop one of his most valuable
thing in his inventory.
6. we could hit him when we are in battle mode.
7. auto ress when killed by Pker.

explain:
the one who pk still gets NK in all maps. his damage and movement speed will decrease due to the increasing of NK. NK will increase when Pker attacks and kills people. he could not teleport between maps and he also couldn't anthem and log out because of the NK. when players attacks or kills the pker, his NK decreases and thats the only way for the pker to erase his NK. when he dies, he will drop his most valuable thing in his inventory.

Q: What if he press Ctrl+Alt+Delete to end task and log into town.
A: well, that's what GM have to work on.

Q: What if he already set up some people to erase his NK.
A: you could kill him by the time he gets there (movement speed decreases).

Well at least mine idea could let Pker's attacked people. while Elmys couldn't .

for balancing problem. leave it to GM to do it. I'm just doing the brainstorming ..

Maybe the answer is create PK vs. non-PK servers. It's one thing to have to worry about the enemy in neutral territories. It's another to have to watch every single person you see, whether in your own territory or no and ask yourself "do I say Hi or just kill them just in case", as I have had many appear to be friendly, just to relax my stance and have them attack me. If you are like me that is not in a quild (mostly due to playing times and language differences) how can you not treat everyone as an enemy, and thus how can you ever form alliances? That is, without taking the deaths or making enemies of potential friends.

If the answer for now is KSing then so be it. If there is a group that is trying to steal your pit, that may be an opportunity to show your stuff, and maybe make pals, but if they kill you right off, then that opportunity is lost.
