A friend can't play

Hello, I have a friend who cannot play. The forum tells him that his IP is banned when he is trying to create an account, and when he tries to connect to the game it says "Failed to log in on the server...", but he is new to the game so it doesn't make too much sense. He tried to play from another conection and he could, but he cannot play from his house cause he cannot change the IP. Can he do anything to fix this? Thx.
