Archer Arrows

My friend went to the NPC to get his arrows to get them changed to where they blast like thief knives. It said kill 20 ether etins, and gave him a counter. But when we went to kill them in GG, it wont give him a counter. Any help? Not sure if a ticket is needed for this or not?

Yea it doesn't count rare monsters for this kind of hunting quests.
