"Rate" = How much you are charging.

So what they are trying to say is, he will charge the new guy less than you.

Since this involves PK, I don't charge.

If we start charging for PK, GMs will start to force players to pay a fee to allow PK MODE on your character '-_-

This topic is getting ridiculous lol I hope the player realizes that most of this stuff in fact does not take place in game (namely paying kador taxes
