11 Players, and to be honest, I only see them during BM, so it's sad that those Players wait a whole week just to join BM, so if there wasnt any BM, what would they do? Quit? You can't force them to join War's, I'm not joining them either unless I feel like it, but imagine those 11 Players joining the War's aswell...anyway, there is no reason to join War.
