You can obtain RE by many ways. If you cannot pay with money then your best bet is to make rares and other valuables in-game and sell them for RE.

in main town renus, there is a n old man at the start point, talk to him 1 time and get 10k re. not enuff, talk to him somemore. there is another old man at 415,369. you can get re from there too
