Everytime they try to register a new account, it opens a window which says "Could not open socket".

Registration--Could not open socket
I've been wanting to play Dragon Raja again, and I have invited a friend to play along with me.
Everytime they try to register a new account, it opens a window which says "Could not open socket".
What are they doing wrong? How can we fix this?
